Organic Life Force Changing Downtown

An organic life force is changing the face of downtown. It’s not poison ivy.
That life force is called tax increment financing — TIF.
To see the magic of TIF, go to South Fifth Street and Mary, where sidewalks, brick pavers, fencing and assorted improvements have helped change the look of a once-dead part of downtown.
